JOINT BOARD MEETING - THURSDAY, MAY 23, 2002

The Garfield school board and the Palouse school board meetings were reconvened at 7:40 p.m. by Garfield School Board chairman Mike Cronk.

Present: Garfield board members Mike Cronk, Warren Neal, Jill Palmer, Roger Pennell and Craig Cochran. Palouse board members Mike White, Jerry Schwartzman, John Leendertsen, Kent Keller and Paula Echanove.

Also Present: Principal Bill LaMunyan, Principal/Superintendent Beverly Fox, and Recorder Cindy Kimberling.

Guests: Debbie Anderson, Sabrina Wride, Jiggs Anderson, Alli Bennett, Dean Ferguson, Sharon Kimble, Rusty Jamison, Dan Parrish, Tim Coles, and Neal Manning.

Agenda additions were Rusty Jamison, Resignations, and Resolution for Board Waiver Days.

Jerry Schwartzman and Craig Cochran moved to accept the minutes from the April 25, 2002 meeting.

Warren Neal made and Craig Cochran seconded the motion to accept the certificated staff contracts for the 2002-03 school year. The motion passed. The Palouse board passed a motion from Jerry Schwartzman and John Leendertsen to accept the same contracts. The motion passed. Mike White and Craig Cochran moved to accept the contracts jointly. The motion passed.

Mrs. Fox received resignations from Teresa Kerns as a Paraeducator in Garfield and Frances Preston as the Occupational Therapist for Garfield and Palouse School Districts. An Occupational Therapist will have to be rehired. Craig Cochran and Warren Neal moved to accept the resignations from Teresa Kerns. The motion passed. Jerry Schwartzman and Jill Palmer moved to accept Frances Preston's resignation. The motion passed.

Rusty Jamison addressed the boards about the elementary configuration committee. He was concerned that the committee was formed improperly. He was assured by the board members that the district policy was followed. Mr. Jamison suggested that the policy will be looked over. The board members agreed to review the committee formation procedures.

John Leendertsen moved to hire Bev Fox as Superintendent of Garfield and Palouse School Districts for the 2002-03 school year and Jerry Schwartzman seconded the motion. The motion passed. Craig Cochran and Warren Neal made the same motion for the Garfield board. The motion passed.

John Leendertsen moved to hire Bill LaMunyan as Palouse Elementary and Garfield-Palouse High School Principal for 2002–03 school year. Mike White seconded it. The motion passed. Craig Cochran and Jill Palmer made the same motion for the Garfield board and the motion passed.

Jerry Schwartzman and John Leendertsen moved to accept the Viking Coupon Cards, Crispie Creams, and McTeachers Week for fall 2002 Athletic money makers. The motion passed.

Jill Palmer received eight Board evaluations. She tabulated them and the overall performance average was a 3.425 score (out of 5.0). The summary will be available to each board member and the lesser scores will be looked at for improvement.

Mr. LaMunyan reviewed graduation plans. He would like the board members attending the graduation to be seated together in the front for them to be recognized. The Board Chairmen will present diplomas. The graduation practice will be on Friday, June 7th. Graduation is June 8, 2002 at1 p.m.

Warren Neal and Jill Palmer moved to accept the Elementary configuration for Garfield as K-1, 2-3, 4-5. The office is in the process of polling the parents about daycare situations in order to set the Preschool in the a.m. or the p.m. At fall conferences the parents will be asked how the configuration is working. The board members asked to get a report from these results. The motion passed unanimously.

John Leendertsen and Mike White moved to accept the Palouse Elementary configuration as P-K, 1, 2-3, 4, 5. The motion passed unanimously.

The letter was approved by the state for the board waiver days for 2002-03, 2003-04 and 2004-05. Jerry Schwartzman and Kent Keller moved to adopt Resolution 93 requesting a waiver from the State Board of Education from the minimum 180 school day requirement to allow for 3 days of staff development, planning, and in-service for improved student learning and implementation of the Essential Learnings. The waiver is a 3-year request for the 2001-2003, 2003-2004, and 2004-2005 school years. The motion passed. Jill Palmer and Craig Cochran moved to adopt Resolution 85 for the Garfield School District requesting the same as Palouse School District. The motion passed.

Mrs. Fox reported that sixteen people viewed the 11 candidates' files for the Garfield Principal search. The field was narrowed to five, and references will be called. After the calls are made, the field will be narrowed to three to be interviewed on May 31st starting at 3:30 p.m.

Tim Coles applied for a grant for his internship. He was awarded it so he will get days to work on his internship with Mr. LaMunyan because the grant pays for substitutes. Dennis Griner was awarded a teacher leadership grant. This will be used to purchase technology for his classroom.

Mr. LaMunyan reported that the Middle School curriculum committee has agreed that the classroom day needs to be extended with less periods per day. It was decided that the new principal needs to help design the curriculum. It will be revisited after the new principal is hired.

Mr. LaMunyan announced that the Envirothon team placed 2nd in State competition. The Math/Science team placed 4th in the nation. He also reported that the plans are in placed for the Senior trip to Fairmont Hot Springs.

Bev Fox reported that the concerts have been great. The High School concert is next Wednesday.

The ITBS scores for Palouse 3rd grade are above state norms. The ITBS scores for Garfield 3rd grade and Garfield-Palouse 6th grade were very good as well. The scores were looked over by the board members.

Board chairman Mike Cronk requested a 10- minute break before entering into closed session at 9:20 p.m.

The regular meeting reconvened at 10:35 p.m.

Palouse 5th grade - Tina Coles

1/2 time Combination Classroom Teacher - Debbie Dawes

The motion passed unanimously.

High School Girls Basketball - Steve Swinney

Garfield Preschool - Louanne Deerkop

The motion passed unanimously.

There being no further business the meeting was adjourned at 10:37 p.m.
