JOINT BOARD MEETING - THURSDAY, MAY 24, 2001
The meeting was called to order by Garfield board chairman Bill Broughton at 8:01 p.m.
Present: Garfield board members Pam Shelden, Roger Pennell, Warren Neal, Mike Cronk and Bill Broughton.
Palouse board members Mike White, Paula Echanove, Jerome Schwartzman, Dave Tharp, and John Leendertsen.
Also Present: Superintendent Tami Hickle, Principals Skip Wilson and Beverly Fox, Business Manager Patsy Dunning and Recorder Cindy Kimberling.
Guests: Darlene Perkins, Sabrina Wride, John Kuehner, Pauline Abrego, Jack Neal, Chris Cochran, Mickey Leinweber, Richard Leinweber, Marvin Pillers, Billie Byrne, Helen Messinger, April Pfaff, Sara Sue Cochran, Dan Parrish, Tim Boone, Kelly Neal, Patty Kent, Jean McCown, Alice Rockhill, Sandra Jamison, Donna Gwinn, and Norman Leboryme.
There were no agenda revisions.
Skip Wilson reported about the happenings at the high school and Palouse Elementary. Beverly Fox reported about the happenings at the middle school and Garfield Elementary.
Richard Leinweber reported on the building maintenance department. He asked for direction from the board as to what will be done during the summer months. Tami Hickle, Beverly Fox, and Richard will meet.
John Leendertsen and Dave Tharp moved to approve the consent agenda as presented.
A retirement reception will be held for Gary Dark in the high school library on June 5th from 2-5 p.m. John Leendertsen and Jerome Schwartzman moved to accept
Gary Darks retirement. Warren Neal and Mike Cronk made the same motion for the Garfield board.
Jerome Schwartzman and Dave Tharp moved to replace Gary Darks position with a half time position. Warren Neal and Mike Cronk made the same motion for the Garfield board. The motion passed unanimously.
Skip Wilson reported on the ITBS test scores for Palouse third graders. They were good except the writing scores were somewhat low. Bev Fox reported on the ITBS test scores for Garfield third graders. There were seven students tested this year. They received excellent scores in all areas. Mrs. Fox reported that the sixth grade scores were good but math was a little low.
Beverly Fox reported that the survey of students showed that there isnt interest for a baseball program for next school year. Jerome Schwartzman moved to fund the middle school football if the PAC organization will provide two coaches. These coaches will need to be fingerprinted and fill out the district volunteer coaching form. This is on a one- year basis to be re-evaluated in the spring of 2002. Dave Tharp seconded the motion and it passed.
Alli Bennett reported that a committee has been working on revising the code of conduct for athletes in Garfield-Palouse schools. This was the first reading and will be revisited at June meeting. It was discussed that this should be both an activity conduct code and an athletic code. Alli Bennett will ask at the next staff meetings if there are any other activity directors that are willing to look at the draft.
Alli Bennett shared her recommendation for the sports tickets prices for 2001-02. This will be tabled until the June meeting to give the board a chance to look it over and compare to neighboring schools.
John Leendertsen and Mike White move to allow fund raising and to earmark that money for C squad travel. The C squad teams will have volunteer coaches for the school year 2001-02.
Warren Neal and Pam Shelden approved the three board waiver days for the school year 2001-02. The dates will be negotiated.
Tom Boone recommended that the district purchase the largest handicapped accessible bus possible. This would be a 32-passenger for $80,000. The board directed Tom to check into adding seats to the bus in order to utilize it more.
Dave Tharp and Jerome Schwartzman moved to set the first day of the 2001-0 school year as September 10, 2001.
Skip Wilson reported that the recommendation from the community and staff is that the I-728 monies be utilized by the Palouse School District for: Elementary summer reading - Elementary after school reading program - Mentoring at the high school - Elementary enrichment - Preschool - Professional development
Beverly Fox reported the recommendation from the community and staff is that the I-728 monies be utilized by the Garfield School District for: Preschool - Retain as much of a full time certificated teacher as possible. Maximum would be 3 hours a day with $22,176.
John Leendertsen and Jerome Schwartzman moved to accept the recommendation for the Palouse School. Mike Cronk and Warren Neal moved to accept the recommendation for the Garfield School. Both passed unanimously.
The board was given a list of certificated contracts for the 2001-02 school year.
Pam Shelden and Warren Neal moved to accept the certificated contracts as presented. John Leendertsen and Dave Tharp moved to accept the certificated contracts as presented. Both boards passed unanimously.
April Pfaff sent certified letters to the individual board members in regards to retaining an elementary teacher. She gave her thoughts on the subject.
Sabrina Wride she had questions about the combined classrooms. She asked which classes were effected and how they would be configured. Mrs. Fox assured the audience that a letter would be drafted and sent out to the parents as soon as possible.
The regular meeting recessed at 10:40 p.m. for executive session for a student hearing and staff evaluation discussion.
Executive session started at 10:50 p.m.
The regular meeting reconvened at 12:00 a.m. There was discussion about when the screening committee will meet.
There being no further business the meeting was adjourned at 12:05 a.m.
