JOINT MEETING - THURSDAY, JUNE 27, 2002

The Garfield school board and the Palouse school board meetings were reconvened at 7:40 p.m. by Palouse School Board vice chairperson Paula Echanove.

Present: Garfield board members Mike Cronk, Warren Neal, and Craig Cochran. Palouse board members Mike White, John Leendertsen, Kent Keller and Paula Echanove.

Also Present: Principal Bill LaMunyan, Principal/Superintendent Beverly Fox, Business Manager Patsy Dunning and Recorder Cindy Kimberling.

Excused: Garfield board members Jill Palmer (entered at 9:50 p.m.) and Roger Pennell.

Guests: Jeanne McCown, Ron Rosebrook and Marv Pillers.

Omit Canfield, add MS and HS Handbooks changes, Garfield Principal will be added to the closed session and add approve hiring Garfield Principal.

Mike Cronk and Craig Cochran moved to approve the minutes of May 23, May 31, and June 20 meetings.

There were no resignations, retirements, nominations, leaves of absence.

John Leendertsen and Mike White moved to accept these hiring recommendations. Warren Neal and Craig Cochran moved to accept these hiring recommendations. The motions passed unanimously.

Jeanne McCown presented the Self-Study, which is subject to review in the fall. She will bring it back in the fall after it has been reviewed.

Marcia McCracken presented a spelling book to the board. She has used this program in her 4th/5th grade classroom this year. Tina Coles also used it in Palouse's 5th grade. It is Spelling Mastery and is published by SRA.

Jerry Schwartzman entered the meeting at 8:17 p.m.

Mr. LaMunyan presented textbooks for 10th grade World Literature and World History, and 9th and 10th grade Pacific Northwest History.

The Spelling Mastery, World Literature, World History, and Pacific Northwest History textbooks are the recommendation from the IMC (Instructional Materials Committee) consisting of 6 Garfield staff members and 6 Palouse staff members. Mike Cronk and Mike White moved to adopt the textbooks as recommended by the committee. The motion passed unanimously.

The board looked over the procedures for committees and made some improvements. This will be edited and will be revisited in July.

John Leendertsen moved to purchase the Ford diesel seatbelt-equipped 30-passenger bus. Craig Cochran seconded the motion and it passed unanimously. This will enable the two districts to transport kindergarten/preschool students in the morning.

A draft of the guidelines for the $25 activity fee for transportation was reviewed. There were revisions made and this will be revisited in July.

John Leendertsen moved to give Beverly Fox, Superintendent approval to deal with new resignations, to start hiring procedures during July and August. The motion was seconded by Mike White. The motion passed unanimously.

Busch Distributing has requested to post a sign on the reader board pole in Palouse. Concerns were voiced about precedence being set for other businesses requesting such placement. There was no motion made to approve this request.

The Middle School handbook changes were: the after school study program was reduced, so an athlete with D or F will need to sign up for the Study Skills class. Kindergarten will eat lunch at school because their day will be extended.

The High School handbook changes were: time changes for 3rd and 4th period, check out procedure, and Saturday school time amended. Warren Neal and Paula Echanove moved to approve the Middle School and High School handbook changes. The motion passed unanimously.

Mrs. Fox reported that the WSSDA Legislative Assembly is September 20 and 21 at SeaTac. John Leendertsen and Craig Cochran are the legislative representatives. Mrs. Fox would like to know if they could attend.

According to Terry Bergeson, there is a grace period for the ruling regarding the Pledge of Allegiance so continue as usual.

The State Auditor's Office has requested that school districts have one-year, two-year or three-year audits according to the districts size. Patsy Dunning has suggested that we try a two-year audit with the option of going back to a one-year audit.

The July 15th budget review meeting for the new board members was cancelled. The budget hearings will be July 25th in Palouse at 5 p.m. and in Garfield at 6 p.m.

There were no principal's reports.

The regular meeting went to closed session at 9:50 p.m. for discussion of negotiations and hiring of the Garfield Principal.

Jill Palmer entered the meeting at 9:50 p.m.

The regular meeting reconvened at 11:40 p.m.

John Leendertsen and Jerry Schwartzman moved to hire Skip Wilson as an interim Principal for Garfield Elementary and Garfield-Palouse Middle School. Warren Neal and Mike Cronk made the same motion for the Garfield Board. Both boards passed the motions unanimously.

John Leendertsen and Paula Echanove moved to approve the 3.7% salary increase across the board for classified, supervisors, administrators, and extra-curricular employees. The motion passed unanimously. Jill Palmer made the same motion for the Garfield board. The motion died from lack of a second. John Leendertsen moved to table the salary increase and Mike Cronk seconded the motion. The motion passed with eight yes votes and one no vote.

There being no further business the meeting was adjourned at 11:45 p.m.
