JOINT BOARD MEETING - THURSDAY, JUNE 28, 2001
Palouse board chairman John Leendertsen reconvened the Garfield school board and the Palouse school board meetings at 8:00 p.m..
Present: Garfield board members Pam Shelden, Roger Pennell, Warren Neal, Mike Cronk and Bill Broughton. Palouse board members Mike White, Paula Echanove and John Leendertsen.
Also Present: Superintendent Tami Hickle, Principals Bill LaMunyan and Beverly Fox, Business Manager Patsy Dunning and Recorder Cindy Kimberling.
Guests: April Pfaff, Dave Pfaff, Craig Cochran, Joan Hendrickson, Paul Hendrickson, Cheri Renstrom, Ken Renstrom, Debbie Anderson, Sabrina Wride, Ben and Janet Barstow, Patty Kent, Sally Bishop, Alice Rockhill, Sue Redman, Xyan Neider-Atchison and John Bofenkamp.
In Dennis Griners absence, the seat belt grant report was deleted from the agenda. Alli Bennett was added to the supervisors reports. Jim Anderson and Toshia Smith were added to the personnel section. K-20 acceptable use, July Board meeting, and correspondence was added to the agenda.
Skip Wilson gave a printed report to the board. Beverly Fox reported about the happenings at the middle school and Garfield Elementary. The middle school football program does have two volunteer coaches, Dennis Fealy and Will Woltering for the upcoming season.
Superintendent of Public Instruction named Beverly Fox an exemplary educator.
Alli Bennett reported on Viking Activities. Out of 138 high school students, 114 participated in some school-sponsored activity during the school year. This is 82% of the students. She gave each board member a copy of the breakdown of each sport season activity.
John Leendertsen moved to approve by consensus the consent agenda as presented.
John Leendertsen and Mike White moved to approve the principal contract for Bill LaMunyan. Bill Broughton and Warren Neal made the same motion for the Garfield board. Both boards passed the motion unanimously.
Nancy Hegg is assigned to the high school art half time position. Debbie Dawes returned to the.13 Palouse elementary art contract. Debbie Mitzimberg is assigned to a 4 hour one- on -one aide position in Garfield. Patty Cottrill is assigned to the 2.5 lunch accu-scan machine position. Warren Neal and Pam Shelden moved to accept these assignments. Paula Echanove and Mike White moved for the Palouse board.
Both boards passed the motions unanimously.
Jim Anderson applied for MS head girl's basketball coach and assistant HS baseball coach. Toshia Smith applied for MS assistant girl's basketball coach. Pam Shelden and Warren Neal moved to accept these applicants. John Leendertsen and Paula Echanove made the same motion for the Palouse board. Both boards passed the motions unanimously.
Alli Bennett met with other high school activity advisors, Alice Rockhill, Buddy Carter and Mickie Sell. They agreed with using this code for all activities. Alli went over the corrections of wording and additions to the code. Bill Broughton and Mike White moved to accept the activities code for 2001-02 school year. The motion passed unanimously.
Alli Bennett shared her recommendation for the sports tickets prices for 2001-02. The increased revenue will help defray some of the cost for officials that the athletic fund is now absorbing into their budget. All season passes $60.00 for one, $100.00 for two, and $20.00 for senior citizens. Individual season passes: No individual season passes. ASB cards: High school $15.00, Middle school $12.00, Elementary $5.00Mike Cronk and John Leendertsen made a motion to raise the prices according to the recommendations by Alli Bennett. It passed unanimously.
Bev Fox shared her recommendations for the field trips in the school year 2001-02. There will be no parent transporting of students for field trips because of insurance reasons. The elementary would be limited to two field trips with 30 miles or one trip beyond 30 miles. The middle school and high school would be limited to one field trip per instructional class. Competitions and festivals would not count as field trips.
Reward and special trips would need approval from the building principal. This will be revisited in July.
Bill Broughton and Mike White moved to have bids collected for a larger handicap accessible bus with seat options. It passed unanimously.
Bill Broughton and Mike Cronk moved to accept the middle school and elementary handbook changes as presented by Beverly Fox. It passed unanimously.
Numerous schools meal prices were compared. The board agreed that the districts meals prices would remain the same for the 2001-02 school year.
Pam Shelden and Paula Echanove moved to accept the WASL math score goals for spring 2004 as presented. Palouse 4th grade 55.68% will meet the math standard. Garfield 4th grade 59.12% will meet the math standard. Garfield-Palouse 7th Grade 37.22% will meet the math standard.
Patsy Dunning and John Leendertsen reported on the audit. The district did receive a management letter on documentation in transportation. This will be resolved. Aside from that, the districts received a clean audit.
Bill Broughton and Paula Echanove moved to accept the K-20 acceptable use guidelines. This will be included in the handbooks for the students. The motion passed unanimously.
Cheri Renstrom asked about the WASL scores.
Ben Barstow voiced his enthusiasm about only needing to write one check at registration. (The auditor is allowing us to use one receipt book for all transactions.)
Sabrina Wride asked how many superintendent candidates there are and how long it was open. There were five applicants and the position was open for one month.
The meeting was recessed at 9:10 p.m. to enter into executive session to discuss negotiations and superintendent candidates.
The meeting entered into executive session at 9:28 p.m.
The regular meeting reconvened at 11:10 p.m.
The boards directed the administration to re-evaluate the superintendents position in light of projected further enrollment declines. The administration was directed to report back to the board in July. John Leendertsen and Mike White moved to appoint Beverly Fox as acting superintendent to conduct business until the superintendents position is settled. Pam Shelden and Mike Cronk made the same motion for the Garfield board. Both boards passed the motion unanimously.
The administrative salary issue was tabled until July.
The boards changed the July board meeting to Tuesday, July 24th in Garfield.
