JOINT BOARD MEETING - TUESDAY, JULY 24, 2001

The Garfield school board and the Palouse school board meetings were reconvened at 8:00 p.m. by Garfield board chairman Bill Broughton.

Present: Garfield board members Pam Shelden, Warren Neal, Mike Cronk and Bill Broughton. Palouse board members Mike White, Jerry Schwartzman and John Leendertsen.

Also Present: Principals Bill LaMunyan and Beverly Fox, Business Manager Patsy Dunning and Recorder Cindy Kimberling.

Guests: Dave and April Pfaff, Mark Phillips, Debbie Gilbertson, Sara Sue Cochran, Marvin Pillers, Debbie Anderson, Kathy Pinter, Ken and Cheri Renstrom, Chris and Craig Cochran, Tom Boone, Sr., RickMcKinney, Dave Shockley, Connie Newman, Kurt Kimberling, Paul Hendrickson, Shaney Moore, Scott Mahurin, Dan Parrish, Patty Kent, Ben and Janet Barstow, Sandy Jamison, Frankie and Steve Swinney.

Excused: Garfield board member Roger Pennell and Palouse board members Paula Echanove and Dave Tharp.

Approval of the June 28, 2001 minutes was added to the agenda. In personnel, the following contracts were added:Jim Stevens — Assistant middle school boys basketball coach

Will Woltering — Volunteer head middle school football

Dennis Fealy — Volunteer assistant middle school football

Ron Redman — Volunteer assistant middle school football

Jeremy Brown — High school assistant volleyball

Resignation — David Stedman — high school english

The calendar will be tabled until the August meeting.

Beverly Fox reported that the WSU science department awarded Garfield School District a grant for $2500.00. Garfield School District will enter into a partnership with the WSU science, math and social studies departments this fall. Practicum students will do their experience here next fall and next spring.

Jerry Schwartzman and Pam Shelden moved to approve the minutes for the June 28, 2001 meeting.

Palouse Board members John Leendertsen and Jerry Schwartzman moved to accept the following applications pending a cleared background check. Garfield board members Mike Cronk and Warren Neal made the same motion. Both boards passed the motions unanimously.

Dan Parrish and Mike Burt — Assistant high school football coaches

Debbie Dawes — Palouse enrichment (I 728 monies) 5 hrs a week.

Debbie Mitzimberg — 1.5 hours Garfield DSHS grant coordinator and 0.5 hour Garfield elementary noon duty supervisor.

Tina Coles — Middle School and Garfield Elementary annual supervisor

Patty Cottrill — 1.5 hour Garfield DSHS grant coordinator

Jim Stevens — Assistant middle school boys basketball coach

Will Woltering — Volunteer head middle school football

Dennis Fealy — Volunteer assistant middle school football

Ron Redman — Volunteer assistant middle school football

Jeremy Brown — high school assistant volleyball

The resignations of Jim Heidelberger as Garfield school psychologist, David Stedman as high school english, and Erik Perryman as middle school Language Arts instructor were accepted by the Palouse board with a motion from Jerry Schwatrzman and Mike White. Garfield board accepted the resignations with a motion fromWarren Neal and Pam Shelden. Both boards passed the motion unanimously.

The meeting entered into executive session at 8:28 p.m. to discuss personnel evaluations. The regular meeting reconvened at 11:10 p.m.

Public comments

Ken Renstrom — combination classes concerns, violence awareness, class periods — 8 classes MS and 4 classes HS, curriculum — changing curriculum, carry same textbooks through the years, phone possible movers, budget items.

Dave Pfaff — extra money, is there a way a superintendent will be hired.

April Pfaff — curriculum questions and budget questions.

Debbie Gilbertson — curriculum continuity - especially in math, language art skills are lacking, 4 period day is a concern in high school, one foreign language — should be spanish, satellite teaching or practicum teacher from WSU.

Dan Parrish — make a decision for the superintendent.

Rusty Jamison — faith in the decisions that have been made. Teachers here will do the best they can do. Do not nitpick the curriculum. This is not solving the problems by moving the kids out of the district. Economics of community are declining. Boards and towns need to work together. They want to be a part of the solutions, utilize the community members. Educate the cities about the way the schools are run.

Kurt Kimberling — 4 period high school schedule, agreed with Rusty Jamison.

Jerry Schwartzman moved and Mike White seconded a motion to adopt the administrative reorganization proposal with a half time superintendent/principal. The Palouse board passed the motion unanimously. Pam Shelden moved to adopt the administrative reorganization proposal as not only a pilot program but with a continual evaluation of the effectiveness of the reorganization. The motion fails with one aye, two nays. John Leendertsen and Jerry Schwartzman moved to table to next meeting. The motion passed with one abstention and one nay vote.

The 3.7% raise approved by state legislation for state employees will be distributed among the districts' supervisors, administrators, and classified employees utilizing the funded amount for those employees. Mike Cronk made this motion and Warren Neal seconded it. The motion passed with one nay vote.

Jerry Schwartzman and John Leendertsen moved to approve the 3.7% salary increase for the building maintenance supervisor in Palouse. The motion passed. Mike Cronk and Pam Shelden moved to approve the 3.7% salary increase for the building maintenance supervisor in Palouse. The motion passed.

Academic rewards were tabled until August.

Field trips were tabled until August.

The meeting entered into executive session at 1:00 a.m. to discuss personnel evaluations. The regular meeting reconvened at 3:31 a.m.

There being no further business the meeting was adjourned at 3:32 a.m.
