JOINT BOARD MEETING - THURSDAY, JULY 25, 2002

The Garfield school board and the Palouse school board meetings were reconvened at 7:48 p.m. by Garfield School Board chairman Mike Cronk.

Present: Garfield board members Mike Cronk, Warren Neal, and Craig Cochran.

Palouse board members Mike White, John Leendertsen, Jerry Schwartzman, and Kent Keller.

Also Present: Principal Bill LaMunyan, Principal/Superintendent Beverly Fox, Business Manager Patsy Dunning and Recorder Cindy Kimberling.

Excused: Garfield board members Roger Pennell and Jill Palmer. Palouse board member Paula Echanove.

Guests: Alli Bennett, Richard Leinweber and Marv Pillers.

Hiring was moved to later in the agenda. Volunteer Approval, School Calendar, Cash Flow Comparison, Budget Resolutions, Driver's Education, Board Director, and Executive Session were added to the agenda.

The June 23 and June 27, 2002 minutes were approved by a motion from John Leendertsen and Craig Cochran. The motion passed.

Roger Guiney has submitted his resignation. Jerry Schwartzman and Craig Cochran moved to accept his resignation. The motion passed unanimously.

Craig Cochran and Jerry Schwartzman moved to approve the following volunteer applications pending a background check. The motion passed unanimously.

Jared Evenson – high school football

Heidi Kite – high school volleyball

Tasha Swinney – high school volleyball

Alli Bennett made the yearly athletic director report giving percentages of students participating in activities.

John Leendertsen made a motion to allow the following field trips for the 2002 - 2003 school year. Mike White seconded it. The motion passed unanimously.

Elementary - 2 trips within 30 miles and 1 trip beyond 30 miles.

Middle school and high school – 1 field trip per instructional class.

Transportation expenses were evaluated for the last two years. Freeman School District was used for a comparison also.

John Leendertsen and Warren Neal moved to not change the meal prices for the 2002 - 2003 school year. The motion passed unanimously.

Jerry Schwartzman and Craig Cochran moved to accept the $25 transportation fee guidelines as corrected and the motion passed.

The Committee Operating Procedures draft was reviewed. Kent Keller moved to accept the Committee Operating Procedures and Mike White seconded the motion. It passed unanimously.

Craig Cochran and Kent Keller moved to accept the school calendar with the waiver days and the in service days to be arranged. The motion passed unanimously.

John Leendertsen moved to adopt Resolution #94 accepting the budget for the 2002 – 2003 school year for the Palouse School District. Mike White seconded it. The motion passed. Craig Cochran moved to adopt Resolution #86 accepting the budget for the 2002-2003 school year for the Garfield School District. Warren Neal seconded it and the motion passed unanimously.

The Legislative Assembly is Sept. 20 –21. John Leendertsen and Craig Cochran are the legislative representatives.

Ray McCown will be replacing doors in both schools soon. They will be paid for with federal money received in 2002 - 2003.

Board waiver days are now approved for three years.

Canfield and Associates reports that each driver's education student must be insured by the parent for uninsured motorists.

District 5 of ESD 101 needs a representative. Anyone interested needs to contact Terry Munther.

No curriculum committee report.

Bill LaMunyan looked into the cost to paint the high school gymnasium. He was quoted a $20,000 estimate.

Ray McCown may remodel a restroom at the high school to become handicap accessible utilizing federal money received in 2002 - 2003.

 The regular meeting entered into closed session for negotiations and executive session for personnel evaluations at 8:50 p.m.

The regular meeting reconvened at 11:20 p.m.

Warren Neal and Craig Cochran moved to approve the 3.7% salary increase across the board for classified, supervisors, administrators, and extra-curricular employees. The motion passed unanimously.

Warren Neal and Craig Cochran moved to approve a $3,000 salary increase for Patsy Dunning, Business Manager. John Leendertsen and Mike White made the same motion for the Palouse board. Both boards passed the motions unanimously.

Jerry Schwartzman moved to table travel reimbursement and tuition reimbursement for Beverly Fox, Superintendent until the August 29, 2002 meeting. Craig Cochran seconded the motion. It passed unanimously.

Mike Allen - MS assistant girls' basketball coach

Seth Paine - HS assistant boys' basketball coach

Tim Boone - HS assistant girls' basketball coach

Bev Spencer - Palouse cook position

Alli Bennett - MS physical education teacher

Craig Cochran moved to accept the applications for employment for the above mentioned positions. Warren Neal seconded the motion and it passed unanimously.

Jerry Schwartzman and John Leendertsen made the motion to approve the applications for the Palouse board. It passed unanimously.
