JOINT BOARD MEETING - TUESDAY, SEPTEMBER 27, 2001
The Garfield school board and the Palouse school board meetings were reconvened at 8:00 p.m. by Garfield board chairman Bill Broughton.
Present: Garfield board members Warren Neal, Roger Pennell, Mike Cronk, and Bill Broughton. Palouse board members John Leendertsen, Mike White, Jerry Schwartzman, Dave Tharp and Paula Echanove.
Also Present: Principal Bill LaMunyan and Superintendent/Principal Beverly Fox, Business Manager Patsy Dunning and Recorder Cindy Kimberling.
Guests: Kent Keller, Connie Newman, Kathy Pinter, Sue Martin, Marcia McCracken, Roger Guiney, Richard Leinweber, Joanne Hunt, Bruce Pemberton, Marv Pillers, Craig Cochran, April Pfaff, Ann Lee, and Alice Rockhill.

board work session was added to the agenda.
Roger Pennell and Paula Echanove moved to accept the minutes from August 30, 2001 with a revision to include the passing of the motion to raise the substitute pay rate. The motion passed.
Bill LaMunyan reported on the happenings at the elementary and high school in Palouse. Grandparents Day will be in the spring at Palouse Elementary with fun new ideas. The Open House night will be Monday October 22nd. October 12th is a board waiver day and the teachers will be attending workshops all day.
The high school is still searching for a Spanish II teacher. Bruce Pemberton will do it at zero hour but some of the parents do not like the idea of the students coming to school that early. The Ag advisory committee met last night. Buddy Carter will accept the 10 day contract for the FFA advisor. Mickie Sell will accept the FCCLA advisor contract.
Beverly Fox shared happenings at the Garfield elementary and middle school. WSU students will help with Grandparents Day tomorrow. It will be a Lewis & Clark theme. The magazine sale started today. Middle School Football numbers are low, and first two games were cancelled because of that. Open House will be October 15th, with a BBQ starting 6:15 p.m.
Ms. Lee reported on the 10th grade scores. Reading, writing and listening were above the state levels. Math was the only area that was not above the state levels. Palouse 4th grade scores were low in reading, writing and listening. Math scores were above the state levels. This class has 21 students with 8 students qualifying for special education. Mr. Pemberton reported on the 7th grade scores. Reading, writing and listening scores were very good. Math scores were somewhat lower than the state levels.
Mrs. McCracken reported on the 4th and 5th grade combination class. Stacey Peppin takes the 4th grade in the morning. Her salary is based upon the money generated from the I-728 monies the district receives. There are 7 fourth graders and 18 fifth graders. In the morning, each class does math, reading and spelling. They have recess together then are together for writing, social studies, and science. 5th grade has band. Mrs. Hunt reported that she has 17 students in the 2nd and 3rd grade. In the morning they study reading, writing, and spelling, Their afternoon is spent with the first graders studying math, science, and social studies.
Transportation supervisor Marv Pillers reported that he is short a few drivers. He is working hard to get more drivers on board. Ray Jefferies is working as the mechanic.
The board will evaluate the salaries of neighboring districts to see if we are comparable with our bus driver salary rates.

Warren Neal and Mike Cronk moved for the Garfield board to accept the above mentioned contracts and the teachers contracts for 2001-2002 school year. Jerry Schwartzman and Dave Tharp made the same motion for the Palouse board. It passed unanimously.

Supplemental and extracurricular contracts, including the above mentioned, were approved by a motion from Mike Cronk and Warren Neal for the Garfield board. Palouse board by John Leendertsen and Paula Echanove made the same motion. Both boards passed the motion unanimously.
Classified salary increase was revisited by Patsy Dunning. Dave Tharp and John Leendertsen moved to award classified employees a 3.7% salary increase with no step increase for the 2001-02 school year. The motion passed. Warren Neal moved to award the 3.7% salary increase with no step increase to the Garfield classified employees. Mike Cronk seconded the motion and it passed for the Garfield board.
Jerry Schwartzman and Mike White moved to pay a $10,000 stipend to Beverly Fox for the duties of Superintendent and a $3,000 stipend to Bill LaMunyan for the duties of Assistant Superintendent. The Palouse board passed unanimously. Warren Neal and Bill Broughton made the same motion for the Garfield board. It passed with two yes votes, one no vote, and one abstention.
Jerry Schwartzman moved to accept the current list of fundraisers and allow one month for additional fundraisers to come before the board. Dave Tharp seconded the motion. The motion passed.

reported on the enrollment figures.

was chosen for the high school graduation date by a motion from Jerry Schwartzman and
Warren Neal. It passed.
Mrs. Fox will check the possibility of bringing on someone before the WSSDA convention this year to work with the board in November. The board needs to review the administration reorganization and the program to be retained. On December 6th in Garfield at 7 p.m. the boards will meet for a three-hour work session. It will be a one topic discussion. On December 18th in Palouse at 5 p.m. the boards will meet for a two-hour work session, before the regular meeting.
On October 25th at 5 p.m. in Palouse the boards will meet to set the yearly agenda and set board goals.
Mike Cronk and Roger Pennell moved to adopt Resolution #81 to appoint Beverly Fox as the designee to accept claims that are filed against Garfield School District. John Leendertsen and Dave Tharp moved to adopt Resolution #92 to appoint Beverly Fox as the designee to accept claims that are filed against Palouse School District. Both boards passed the motion unanimously.
The board members reviewed guidelines for the organization of committees.

Leendertsen moved that the boards believe that the elements of the petition submitted by
King Rockhill have been addressed. Jerry
Schwartzman seconded it. It passed unanimously.
