JOINT BOARD MEETING - TUESDAY, NOVEMBER 20, 2001

The Garfield school board and the Palouse school board meetings were reconvened at 8:00 p.m. by Garfield board chairman Bill Broughton.

Attendance: Garfield board members Warren Neal, Mike Cronk, Pam Shelden, Roger Pennell, and Bill Broughton. Palouse board members Mike White, Jerry Schwartzman and Paula Echanove. Principal Bill LaMunyan, Principal/Superintendent Beverly Fox, Business Manager Patsy Dunning and Recorder Cindy Kimberling. Richard Leinweber, Craig Cochran, Jill Palmer, Kent Keller, Dennis Griner, MarvPillers, and Alice Rockhill. Excused: Palouse board members Dave Tharp and John Leendertsen.

Welcome to Garfield's new board members Craig Cochran and Jill Palmer, and to Palouse's new board member Kent Keller. Many thanks to Bill Broughton for his years of commitment to the betterment of the Garfield and Palouse school districts.

There were no agenda revisions.

Jerry Schwartzman and Paula Echanove moved to accept the minutes from October 24, 2001. The motion passed unanimously.

Don and Carolyn Fitch were approved for hire as the high school drama coach and assistant upon WSP background check by a motion from Roger Pennell and Mike White.

Roger Pennell and Mike Cronk moved to adopt Resolution #82 that states that Garfield School District has experienced a decrease in enrollment with a significant reduction in special education students requiring individual support, which is anticipated to continue through the 2001-2002 school year. This reduction will result in a decrease in education aide staffing in the special education program.

Warren Neal and Pam Shelden moved to adopt Resolution #83 that allows the district to pay expenses forthe newly elected directors to attend the WSSDA Conference held in Spokane on November 14-18, 2001.

Jerry Schwartzman and Mike White moved to adopt Resolution #93 for the Palouse board that states thesame as Garfield's resolution #83. Both boards passed the motions unanimously.

Jerry Schwartzman and Paula Echanove moved to approve the proposals for Palouse's I-728 funds asfollows:

  1. Class size reduction of 5th grade: 4hrs per day, 5 days per week …$8,100
  2. Destination Imagination group: 11 days…………………………..$2,470
  3. Left over funding to be utilized by professional development OR extended learning opportunities as grades 9-12 summer school session.

John Leendertsen entered the meeting at 8:21 p.m.

Roger Pennell moved and Mike Cronk seconded a motion to increase the activity bus drivers wages to $9.50 per hour for wait time and drive time. The motion passed unanimously.

Jerry Schwartzman and Pam Shelden moved to set the traffic safety fees at $100 for low income students (based upon free/reduced meal criteria) and $300 for regular students. The fees are to be paid before the certificate will be given to the student and students will not be able to work off the fee.

Roger Pennell and Mike Cronk moved to increase the traffic safety instructor's salary to $226 per student and the salary will reflect the states increase yearly. The motion passed unanimously.

Pam Shelden and Roger Pennell made the motion to approve the purchase of a handicap accessible bus from Schetky Northwest Sales for $80,051.84. It is an 84-passenger bus but realistically is a 40-seated passenger with two wheelchairs or a 44 seated with one wheelchair. The motion passed.

Some of the suggestions were putting together brochures advertising the area and to encourage the town to open a personal care center that would provide income and employment opportunities for the community. This will be discussed at the December 6th meeting.

Jerry Schwartzman and Warren Neal moved to adopt the 2004 reading goals as follows: Garfield 4th grade - 81.3%, Palouse 4th grade - 62.5%, GPMS 7th grade - 68.2%, GPHS 10th grade - 75%. The motion passed.

The workshop for the board members with Anne Golden will be January 29th at 4 p.m. in Palouse.

Board goals for 2001-2002 were tabled until the next meeting

Pam Shelden moved to approve early payroll in December if both districts have sufficient funds. Roger Pennell seconded the motion. Paula Echanove made the same motion for the Palouse board and Jerry Schwartzman seconded it. Both boards passed the motions.

A motion from Mike Cronk and Mike White approved the board meeting calendar for 2002.

The board reorganization will be done at the December 18th meeting.

Mrs. Fox asked for feedback on the notebook organization. There were some revisions. It was suggested that the boards hold one meeting starting at 7 p.m. with all the board members present. This would save time between meetings. Mrs. Fox will ask Mr. Warner if this can work, and if there is a reason they have not done it before.

There were no superintendent announcements.

The Curriculum committee meeting was cancelled tonight. Schedules have been discussed. The curriculum will be discussed. A Middle school curriculum committee will be formed in addition to the first committee.

The newly elected board members, Jill Palmer, Kent Keller, and Craig Cochran attended the WSSDA conference last week. They all learned various things throughout the conference.

Bill LaMunyan reported that the Palouse 2nd grade took the state reading test. They tested 10 students — 9 of them passed. The awards ceremony for volleyball and football are being held tonight. Everyone is proud of the volleyball girls for taking third place at state competition.

Bev Fox reported that the Garfield School District received a plaque and banner for achieving the 2001 WASL reading goal for the 4th grade. All Garfield's 2nd graders passed the state test in reading.

Mike Cronk moved to enter into executive session at 10:20 p.m. to discuss personnel evaluations. Warren Neal seconded the motion. It passed.

The regular meeting resumed at 11:19 p.m.

There being no further business the meeting was adjourned at 11:20 p.m.
