JOINT BOARD MEETING - THURSDAY, DECEMBER 19, 2002

The Garfield school board and the Palouse school board meetings were reconvened at 7:30 p.m. by Palouse board chairman Jerry Schwartzman.

Present: Garfield board members Mike Cronk, Roger Pennell, Jill Palmer, Warren Neal, and Craig Cochran. Palouse board members Mike White, Jerry Schwartzman, John Leendertsen, Kent Keller and Paula Echanove.

Also Present: Superintendent Beverly Fox, Principal Skip Wilson, Business Manager Patsy Dunning and Recorder Cindy Kimberling.

Guests: Tim Coles, Ron Rosebrook, Marv Pillers, Sue Redman, Dennis Griner, and Connie Brown.

The FFA National Convention Report, Administrative Structure, Superintendent Evaluation and the Executive Session were deleted from the agenda. The FFA Fundraiser and the ASB Advisorship were added to the agenda.

The minutes from November 21, 2002 and the special joint board meetings on December 3, 2002 and December 9, 2002 were approved by a motion from Craig Cochran and John Leendertsen. The motion passed.

Warren Neal and Kent Keller moved to accept the applications from Jessica Carpenter for MS head track and HS asst. track coach and Rex Kaser for the Palouse Custodian position. The motion passed.

Jill Palmer moved to accept the Student Immunization and Life Threatening Health Conditions and the Accomodating Students with Diabetes policies with corrections and Warren Neal seconded the motion. Mike White and Kent Keller moved for the Palouse Board to accept the policies. Both boards passed the motions.

Connie Brown, Counselor at Garfield shared her experiences. Her goal is to get to know every student by the end of the school year. She sees herself as a positive person that believes all children have a good side. She has started Teen issue groups. There are two groups of girls and one group of boys in 6th grade. She visits the Elementary often and teaches a mini lesson once a week.

Sue Redman teaches first grade in Palouse Elementary. Sue took on a new job this year. She has taught second grade for many years. She said there is a big difference from first grade to second grade. There are 10 students in her classroom. She went through a day in the life of a first grader at Palouse elementary.

Bill LaMunyan had submitted his report to the board prior to the meeting as he was unable to attend this meeting.

Skip Wilson added to his report that February 1st is the date set for the surplus sale.

Mike Cronk and Mike White moved to accept the configuration for cost sharing for the 2001 -2002 school year as presented. The motion passed.

January 30, 2003 and the remainder of the presented board meeting calendar was approved with a motion from Jill Palmer and Paula Echanove. The motion passed.

The GPE Association would like the board to set the start date for the next three years so a calendar may be set for the next three years.

Mrs. Fox updated the Support Fleet Replacement Schedule. The blue caravan will not go into reverse. It is only used as emergency transportation between Garfield and Palouse.

Mrs. Fox presented the School Improvement Plans Policy for the first reading. By 2003 every school must have this in place. This will be revisited in January.

Mrs. Fox presented the Selection and Adoption of Instructional Materials Policy for the first reading. The present policy is adding one parent from each community to the committee.

The Gar-Pal Education Association submits this proposal to list the ASB advisorships on the extra-curricular salary schedule. In this proposal, it is at the discretion of the boards as to whether the ASB Advisorships will be opened to certificated staff as a position or whether the ASB Advisorships will be included in the Principal duties. This will be further discussed in negotiations in January.

Jill Palmer moved and John Leendertsen seconded the motion to approve the Donkey basketball game in February 2003 as a FFA fundraiser. The motion passed.

In reviewing the December 9, 2002 special joint board meeting minutes, Mike Cronk found an error. This meeting was chaired by Palouse Chairman Jerry Schwartzman not Garfield Chairman Mike Cronk. Jill Palmer moved to accept the minutes as revised. Paula Echanove seconded the motion and it passed.

There being no further business the meeting was adjourned at 9:08 p.m.
